Over low heat, brown beef, crumbling well. Drain fat. Sprinkle meat with chili powder, salt, and sugar. Mix well. Add onion and green pepper. Mix well. Add tomato sauce, water, and bay leaf. Cover and simmer, stirring occassionally, for one hour. Remove bayleaf.
In a small bowl, mix oil and flour until smooth, stir in beans then add to meat. Cover and simmer. Stirring until heated and thickened, about 30 to 60 minutes. Serving suggestions: Nutritional Information:
